On June 7, North Korea experienced a major internet outage that rendered government websites, its official news agency, and other online platforms inaccessible for several hours. Although no reason for the blackout is known, it is suspected by experts that the blackout was likely to be an internal problem rather than a cyberattack because both China and Russia connectivity was shut down. The whole network went dark from surveillance equipment, and email functionality was also impacted, Junade Ali, a UK-based analyst tracking North Korean internet infrastructure, reported. Ali remarked, "It's difficult to determine whether this was accidental, but it appears to be an internal issue rather than a cyberattack". Martyn Williams from the Washington-based Stimson Center agreed, highlighting that internet access from China and Russia to North Korea had been severed, suggesting an internal failure rather than an external cyberattack. North Korea notoriously restricts access to the internet. The population is restricted to accessing a local intranet that is not connected with the international web. Only elites, including top government leadership, have open access to the international internet. Regime-operated sites generally consist of propaganda for international consumption and are one of the sole features of the internet connecting North Korea to the global community. North Korea has experienced the same kind of outages previously, some of which have been traced back to cyber attacks. North Korea also has advanced hacking factions such as the Lazarus Group, which have been connected with cyber attacks against foreign governments and companies and more recently conducted cryptocurrency hacking. This latest outage, however, does not seem to be the work of an outside cyber attack but rather an inside technical or administrative problem.
